SSOs are non-profit registered entities established by individuals, legal entities, or other organizations, mainly using non-state-owned assets to provide social services. Before 2016, they were known as Civil Non-Enterprise Units (民办非企业，minban feiqiye) Interim Regulations on the Registration and Administration of Civil Non-Enterprise Institutions (1998) are the set of rules that currently regulating the SSOs in China.
