Colombia's National Development Plan 2014-2018, defines three (3) main pillars, peace, equality and education in order to achieve prosperity. The National Development Plan proposes a territorial approach for implementing the three pillars and the six cross-cutting objectives at the regional level, acknowledging that 'social and economic progresses made by the country have not been sufficiently territorially homogeneous’. As such, the Plan identifies six territorial divisions based on economic, geographic and population variables.
